Here I had an opportunity to read that Points of Interests  may spawn literally everywhere on the map. While friends in game told me, that these points have some particular sqms among the map where can spawn but our 7 points are random. So to make it more clear, here is an example:

On Tyrsung there is 40 sqms where points of interests may spawn, but your 7 (or sometimes more) is random.

Which option is correct?

Both answers here are incorrect regarding the Points of Interest locations. Your friends were correct: there are predefined PoIs that will be selected for you when you start discovering an area.

These points were randomly generated by CipSoft, which is why some of them were initially placed on unreachable locations. One good example of this was that Zzaion was initially impossible to discover because there were not enough reachable PoIs there.

This is also why it's so common for friends to find the exact same PoI, because the same predefined PoI was selected for both of them.

 Do Points of Interest spawn on any part of the map?

  • The Points of Interest are completely random (given some exclusions like unreachable fields or houses and guildhalls). A whole map of the area will be highlighted where you can find points, however, in the highlighted area there are some exclusions.
  • There should be a few more than 7 Points of Interests that spawn in case one Point of Interest spawns in an inaccessible area.
  • The Points of Interest all spawn at the same time, so you do not have to find one first to find the others.
  • Some Points of Interests also require you to have quest access to reach them
  • Your friend will have completely different Points of Interest than you do. However, I personally noticed when discovering with 3 friends at Cobra Bastion that we had some in similar squares on the map. You cannot see other's Point of Interest, so I'm just going off of their word.
  • Tibia has huge landmasses and therefore it is always possible that some of the misplaced points slipped through as a lot were fixed already due to reports. Since more than the required seven points of interest is generated, a misplaced one does not necessarily mean that you cannot completely discover a subarea. If you encounter a misplaced point of interest, please ask a tutor to report the location or open a ticket and get in contact with customer support.

Hey Shawtay,
The way you wrote your first bullet point makes it sound like PoIs can be generated in any map field that is not blocked due to being unreachable  or a house/GH. This is not how it is. Out of all map fields assigned to a certain discoverable subarea, some of them are in a black list which prevents PoIs to be generated on them. On the remaining map fields, a few of them are selected as "possible PoI fields". This is probably done by an algorithm the devs created especifically for this. Then, when the player clicks on the Discover button, a certain amount of those "possible PoI fields" are selected. This last selection takes into account the player's position.
Regarding your last point, the devs no longer "fix" unreachable PoIs. So, there is no point in reporting them anymore.

Mmm, so you're saying a perfectly walkable tile can be on the blacklist where a POI doesn't generate? I think in a way my answer is general maybe not so specific. "Some exclusions" does account for the "unknown" in that case. How do you get your information as to them not fixing unreachable POIs?

The blacklist is a different thing. I'm saying there are two different processes: (1) The selection of map fields that may contain a PoI, out of all non-blacklisted fields; and (2) The selection of active PoIs for a character. Maybe it is easier to see #1 as the generation of a PoI "pool" from which the PoIs on #2 are selected.
