What's the story behind the store/building in Carlin with a blackboard that says: Currently Closed?

This one at the south of DP.

Is this lore or something? I just realize that it seems like a part of the history or lore, but not really sure where to lookup to actually know what's going on with that building.

I've looked it up hoping to find it was once a rentable house and was permanently closed after a bug; something like these weird stairs to Central Plaza 1's roof.  To no avail.
 
Ultimately, I've found only this screenshot: https://guildstats.eu/images/day/b_central_plaza_old.jpg and that house was already in this state back then.
From sprites-archeology we can say it was taken in 2002 (7.0 or 7.1): such outfits were introduced in 7.0; 7.2 in turn changed the sprite of a backpack and introduced premium outfits. Carlin was introduced in 5.1 (December 1999).
