From my own experience i I can tell that every world has another chance to get mini world changes. I have 3 chars on Antica/Epoca/Vunira and on every server as example fury gate is opened in different days. It can happen that i will see happens sometimes that I have fury gate opened on all my servers but not always.

So every server has own chance to have mini world change active.
