Do Points of Interests spawn on any place of the map?

Here I had an opportunity to read that Points of Interests<img alt="" src="https://vignette.wikia.nocookie.net/tibia/images/e/e6/Point_of_Interest_Effect.gif/revision/latest?cb=20180611192617&path-prefix=en" style="height:64px; width:64px">  may spawn literally everywhere on the map. While friends in game told me, that these points have some particular sqms among the map where can spawn but our 7 points are random. So to make it more ~~clear~~ clear, here is an example:On Tyrsung there is 40 sqms where points of interests may spawn, but your 7 (or sometimes more) is random.Which option is correct?
