My friend told me he was training his magic level and he usually had +5 loyalty, but he said it went to +3 +4 loyalty when he got another magic level. Is this true that you can lose loyalty points?modifiers?

For example, this is what happened he was at magic level 115 and went from 102+8(+5 loyalty) to 103+8 (+4 loyalty) with 50% loyalty bonus.
