Based on this TibiaWiki page the formula to melee damage is:

Minimum damage: level/5

Maximum damage: 0.085*d*atk*skill + level/5

in level/5

In which: d is the battle stance: 1 for full attack, 0.75 for balanced and 0.5 for full defence; atk is defense; atk is the weapon attack and skill is your skill level.

One attack and one skill point are the same, in this sense. For exemple, example, if you have skills 80 and a Warrior's axe if you get skill 81 or a Vile axe, the damage output changes the same way. As the weapon damage and the skill is in this multiplicative part of the formulae, it's more important than the level, but in the long run the high level also impacts the damage a lot. For exemple, example, a knight level 250 on full attack with an Umbral Master Chopper and skill 100 would have a maximum damage of 509 and a knight level 255 with same weapon and skills would damage 510. A level 600 knight with the same weapon and skill would damage for 629.

TL;DR: skill points and weapon attack would equally improve your damage and are the best way to improve your damage shortly. In the long run, levels also improve your damage very much.
