Whenever the Renegade quaras spawn you need to kill 1,000 of them. After they are killed we now can kill Seacrest Serpents again. My question is how many Seacrest Serpents do we have to kill before we see this raid message, 

Sleeping beneath the Oramond sea, the Fire-Feathered Serpent twitches and dreams of calling its children back." 

The reason I ask is to get a better understanding of the total Seacrests needed to trigger the world change for renegades to spawn.
