First <p>First we need to understand that tibia officially didn't share rate on skills so we only have the manual to understand why this happen, from manual we could understand:

-non vocation is like having anything understand:</p><ul><li>Non vocation is like having all at basic stats, basic training, basic health/mana increase rate, etc.
-Mages etc.</li><li>Mages are a weak vocation (on physical terms like hp, cappacity) but also they are strong at magician arts, learn better about magic and wisdom things, sacrifying in counterpart their physical strengths, they lack knowledge on phsyical weapons and defense.yet their magical skills and stats are the higher of all vocations
-Knights vocations</li><li>Knights are the counterpart, their magical knowledges is the most basic as basic as non vocation, they on counterpart are the stronger on physical terms (more hp, more cappacity) they focused on melee weapon and are the master of such categories having a stronger willing to learn such skills as defensive ones (shielding), yet they don't care too much into distance weapon so they don't pay too much attention to those skills.
-Paladin skills.</li><li>Paladin finally this vocation is a balance of the strengthness of knights with the wisdom of mages, so they are the second stronger vocation on physical terms, as holy warriors they see worthiness on melee weapons so they used to be really versed with them, this characteristic remain so their cappacity to learn about melee skills is higher than the average but of course below the master of melee (knights), yet their main focus and identity is their knowledge on distance weapons, their cappacity to learn distance skills make them excellent distance fighter (the best in terms of physical distance damage and dps), also their wisdom on magic arts is higher than average second only to mages, such willing to learn magic help them in their path to train such skill.

Now skill.</li></ul><p><br>Now that we know this the answer is pretty simple yet we have not sustainable data to specific rates so I would use hypothetical statistics for example's sake:

Non sake:</p><ul><li>Non vocation train all as average player, as basis, so their train rate is the lowest on all skills, lets say x1 they don't get any bonus from anything
Mages anything</li><li>Mages train all but magic skill as a non vocation player, yet even if magic lvl is one of the hardest skills their wisdom help them to master it so their magic skill raise as no one, lets say raise x1.5 Magic skill and x1 all other skills.
Knights skills.</li><li>Knights are master of melee skills so their knowledge on those weapons (mace, sword, axe) is &nbsp;is above all, lets say train x2 than average while their knowledge on magic skill is probably as bad as a non vocation so lets say x1 on regular skills, yet magic as regular skills, and their knowledge on shielding is higher than average maybe as good as their weapons knowledge so lets say x2 rate.
Finally rate.</li><li>Finally paladin, their knowledge on melee, shielding, magic is second to all their masters, their focus is distance skill so their rate is x2 on Distance skills, x1.5 on weapons and x1,25 on magic (remember that magic lvl is the harder to learn) Again and x1,5 on shielding skill too, with x1 on regular skills.</li></ul><p><br>Again those stats are hypothetical but works to explain that when you exchange from vocation to vocation yours skills are re-allocated based on the rates of each vocation.vocation.</p>
