What Why does Custodian take so long to respawn sometimes?

What does Custodian take so long to respawn sometimes?

I've been 'camping' Custodian for the Bosstiary and noticed it takes a lot of time to respawn sometimes. Like, 30 minutes or more even.

Why does that happen? Is it by any chance related to the cart located east of where Custodian spawns?
