You could swap our out the Frostmind Raiment for a Dwarven Armor and you can use pretty much any helmet you'd like. Maybe Yalahari mask, Falcon Circlet or Gnome helmet Helmet (-2% ice, but it's still good since it has physical and mlvl). You could also cheap out on legs and get Glacier kilt. The Culottes are absolutely not necessary.</p>
