I bought got a character from bazaar and questlog shows 20 years a cook completed (green checkmark) plus it also has the outfit.

When I try to access bulltaur lair (through trashcan in POI graveyard) it says its not possible.. am I missing something? an item? time of the day? something do to do previously?
