Are the overall speed breakpoints adjusted by CipSoft when players reach new record levels?

Say at some point, a player reaches level 2000. Are players at those higher levels going to get a speed higher than the max speed there is today? Or are the speed breakpoints going to be readjusted, and the max speed is going to be the same but at a new higher breakpoint level?

I think this already happened in the past, but I would like to gather some facts.facts, such as when it happened and how the adjustments looked after each such adjustment.
