Yes, you will gain double skills on the same time. The wand will last as much as before double, but the winnings in the skills will increase faster (double)... (double). I also sugest suggest you to, if possible, use a training dummy (private), so the increasing rate will be not only 10%, but 20% because of the dummy, as following:

no double, no dummy: 100%

no double, with dummy: 110%

with double, no dummy: 200%

with double, with dummy: 220%
