I have a character in Kardera and I would like to bring him to Pulsera, but I don't know if I can since I have this character in Rookgaard.

No, you can’t transfer a character in rook to another world unfortunately…. You would need to send it to mainland and send it to Travora to complete transfer and then go back to rook
