I’d like to know in which update CipSoft introduced the feature where your character fully recovers mana and HP after leveling up. I can’t seem to find the exact version when this change was implemented.

Cipsoft introduced for the first time this feature in the update 9.10 back in July 6 2011 summer update!

As stated in this article in tibia wiki.
