Since those two are very different first we need to know their stats
You see a cobra rod (magic level +2, life leech chance 100%, life leech amount +18%).
Imbuements: (Empty Slot, Empty Slot).
It can only be wielded properly by druids of level 220 or higher.
It weighs 25.00 oz.

You see a lion rod (magic level +2, critical hit chance 10%, critical extra damage +35%).
Imbuements: (Empty Slot, Empty Slot).
It can only be wielded properly by druids of level 270 or higher.
It weighs 26.00 oz.

Now the lion rod has lower critical damage than any other rod that has critical imbued so i think this rod only works for farming charms an ml imbue i doubt it will compensate for the 20% extra critical damage lost

The cobra rod has 18% of life leech wich combined with a bear skin imbued with vampirism can go up to 43% of life leech wich is very good if you hunt without utamo, without team while attacking is much easier to mantain full health and with team you dont have to be always scared for your life since you slowly heal your self while attacking and this means more sios on the kinght/paladin so of those two option i think the winner is the cobra rod
