My response answer for when the dimensional portal with Yielothaxes appears has been officially confirmed by a CM. This world change To put it short, the dimensional portal appears at a random time after server save. If the portal is there the Mad Mage hasn't spawned yet. You'll see the Energized Raging Mage if the portal is still there which means 2000 Yielothax haven't been killed yet nor has the Mad Mage spawned. Please note you will not loot anything from the Energized Raging Mage as he needs to be turned into the Raging Mage for loot. From my understanding-

https://tibia.fandom.com/wiki/The_Mage%27s_Tower_World_Change/Spoiler

The Energized Raging Mage will be on the top floor. While he can be killed, he does not drop loot and will resurrect immediately unless his power is weakened. You can ignore him and go through the portal to another dimension where you will encounter Yielothaxes and may find a Uniwheel to tame. In order for the Raging Mage to spawn your server will have to kill 2000 Yielothaxes (before update 9.2, only 300 were needed to be killed). Then, the Energized Raging Mage will be weakened and when killed will resurrect once more but weaker as a Raging Mage. Once killed, the portal to another dimension will become destabilized and will collapse in five minutes, until the next Server Save.

 • You can check to see how many Yielothaxes were killed but come back the next day
 • It's a world change so it doesn't happen every day

You can check the progress of any world change by asking a Guide NPC, using any of the keywords: Horestis, Mage Tower, Master's Voice, Swamp Fever, Thornfire, Twisted Waters, Awash, Steamship, Horses, Overhunting, Demon War, Hive or Deeplings (official announcement here).
