Due to the Sunset of Tournaments, this question is outdated.

I was wondering if prey creatures are available for both world types, restricted and non-restricted for the Tournament?

Yes, the prey system works normally during the tournaments. Here you have a video from the first day of a tournament where you can see the player checking his prey window (unfortunately the video is in portuguese).
