Does the 25% regen from A Piece of Cake apply to items such as soft boots, and is it affected by resting area bonuses?

Does the 25% regen from completing the A Piece of Cake affect items such as soft boots and life rings? How about potions? Is it also affected by resting area bonuses?

Nope , only affects to the player regen, Items just add the same bonus or effects. But with the regen from cake plus regen from items you will get more regeneration as a combo.
