Can I use a Stone of Insight even if I don't participate in the Rise of Devovorga event?

If I was unable to participate in the 2nd Ascension stage of Devovorga, can I buy the Stone of Insight item in the market in order to gain a level? Can I still participate?

Yes you can use the Stone of Insight. I say for my own experience, 2 years ago I bought one and used it to gain level.
