Is it possible to fish more than one Leviathan's Amulet from Water Elemental?

I'm currently struggling with "Lucky Devil" achievement but I'm not sure if my character that I bought on Char Bazaar already fished it.

So my question is, if it is possible to fish more than one Leviathan's Amulet from either Water Elemental or Massive Water Elemental?

Maybe it's a character-based item and can be obtained only once?

If possible, it is only a very rare loot, there is no item that drops a monster that is obtained only 1 time

I agree that it is just very rare and can be obtained again if you are lucky enough. There are other bosses at least that will not drop items once your character has a certain quest flag. So I wouldn't say it is impossible but definitely unlikely in this scenario.
