In the new updated after completing the Adventures of Galthen quest you can buy cloth fragments from NPC Jonh the carpenter in his house in bounac, there is an use for them?

Cloth Fragments are mere alternatives to Rift Carpet and Void Carpet as non-Store carpets.

Yes, they can be part of some future quest. Nothing prevents the devs from using them in the future. However, TibiaQA is not a place for especulations of what might happen in the future.
