How does runic mastery works in wheel of destiny?

I've tried using runes in my hunts and i observe my ML but it doesn't seem to go up at all. So I'm wondering how does it actually works?

It doesn't show up on your skills bar, you can only see on server log if the bonus has been triggered or not after using a rune.
