How to start Mutated Glooth Plague mission?

Hello,

I am trying to get glooth converter from Georgia Rainbird. To do this I am trying to complete Mutated Glooth Plague mission in oramond quest, but every time I am trying to obtain mission and strange device from her, she seems like resetting to "hello" message. I tried all possibilities I think (checked with 2 fansite spoilers), but every time I am not receiving this mission. I have 300 oramond voices and Citizen rank.

Could anyone tell me what am I doing wrong?
