Can the Dark Bursa be obtained during the World Event?

I was researching in some Fansites about if it is possible to get this Backpack during the World Change, but I can't find anything about it. Maybe only the Bursa Obscura can only be obtained during the Mini World Change?

You can buy it from NPC Dread Guardian for 55 tentacle pieces, but only when Devovorga's Essence Mini World Change is active.

After the patch on 10/09/24, the bursa obscura it's also available at the NPC Malunga for 55 tentacle pieces.
