The basic chance to stop a monster from escaping at low HP is 30 percent for 30 seconds. It seems that in this case the first level of charm is enough. But the devil is in the details. Does the chance of activation (preventing escape for 30 seconds) start from the moment the monster still has green HP? Or only when he has HP that activates his escape mode? In the latter case, a higher level of fatal hold would have a big impact.

It can activate with every single attack you perform on the creature, regardless of its health points.

I didn't test in the live version, but during the Test Server it would even activate again before the effect faded out.
