In which lvl the charm overflux and overpower are worth using?

Both charms use the total mana/hp to increase damage so at which lvl there are worth using to a mage and an ek/rp?

For Overpower and Overflux, those are the levels he recommended:


Overpower for Knights 600+ and Paladins 800+
Overflux for Mages 600+ and Paladins 1000+
