Mouse bind: mwheelup rune mwheeldown click

I cannot find an answer and I’ve emailed cipsoft they won’t clarify. And i haven’t gotten a reply from battleye. 

Everywhere is all about one key one action. And I have found confirmation that binding mwheel up and down is allowed but we need to be careful with delays

so,

If I set gfb to f1, and bind mwheel up to f1

Then bind mwheeldown to left click

This is one action per trigger. Am I wrong? Is anybody using these kind of keybinds?
