Only just saw this, I am not sure about all game worlds but it was a character called marshal and another guy called uncle Barry who reached level 100 first in secura back in 2002 or 2003

Technically the first player was actually Arieswar. But he got level 100 due to a bug, not from level 99, and his level was fixed after that. But it's still something mentioning in that answer though.
