Where can I find Npc "..."?

While I was looking on Tibiopedia, I found Npc "...":  LINK

I went to look for him, but he his not on Darashia... Anyone have an idea where exactly can I find him? Is he a part of any mission/quest?

He is located at the Grounds of Despair inside the Ferumbras Ascendent Quest area, you can check his location here.

Note: His real name is Tevon, but he lost his soul and forgot about it.
