About Krailos: How does the pirate respawn in the north coast works?

Question

I heard this place is amazing to do the pirate corsair bestiary, and I remember to have seen this 'raid' several times in the past; but I have been checking this zone several days now, and they don't spawn.

Anybody knows if this is a raid, a mini world change, part of some quest or something?

There isn't much info on this out there that I know of. As far as I know this would be considered a mini world change because the boat isn't normally there and only appears when this change is active and it lasts from server save to server save. Also, there is no way to check this besides actually going to the area and seeing if the boat/pirates are there.
