Is there a reason why there's no NPC Player Level 1002 on the level 999 island?

Question

There's Player Level 999 (female), 999 (male), 1000, 1001, 1003, Relaxed Bartender, and a Stressed Storeman. There's 7 NPCs on the level 999 island, but it skips player level 1002.

Is there a reason for this?

Since the island is a mistery and possibly a joke from cipsoft to the ones that see level 999 as a prize, i believe it's just more fuel to the ones that believe that the island have something to be solved.
