The minimum level to own a house would be level 6 because any level under this and you'll be rooked. Players who are in Dawnport or Rookgaard cannot bid on houses. It would help us if you told us the error you're having when you're trying to bid on the house. However, here are some other rules or restrictions-

  • Only Premium players can rent or bid for houses
  • Cannot rent more than three houses per account. In addition to this limit, guild leaders can rent one guildhall. Needless to say, guildhalls can only be rented by guild leaders.
  • Finally, please note that you can only bid on or buy one house at a time.
  • The character you are using to get a house must have left Dawnport or Rookgaard.
  • You can only bid on a house if you have the money for your highest bid and the first rent in your bank account. This money will be reserved for the auction in your bank account and cannot be used until the auction is over or somebody outbids you. Once you have won an auction the amount you have bid for your house will be deducted from your bank account along with the first month's rent.

I couldn't find any mention of a level restriction on renting houses. You simply have to have a Premium account and have enough money to rent it

Bear in mind that when I say you need to enough money to rent it, you need to have enough money in your bank account to cover the auction bid and the first months rent.
