I'm preparing the ingredients for the event Hot Cuisine Quest, so during a conversation with some friends one said that we can make every dishe twice. I'd like to confirm that, can we make all the dishes twice every year?

No, you can only make the dishes twice the first time you complete them. After that you can only make them once each year.

"The first time you finish the quest you get 14 dishes, after that you can do any recipe again for a total of 28 dishes the first time."
