Whoever buys a character doesn't need to have all amount of TC on the account in the moment of the bid (just need 10%), so if he wins he has a week to pay all. But if for some reason he didn't do that, what happens with the purchase for a character auction?

This is mentioned in the FAQ. The buyer will not get their 10% reserved coins back. The seller will get an email notification about the failed auction and receive their 50 coin fee back.

"What happens if the buyer cannot pay due to insufficient funds?

If the buyer cannot pay the selling price in the 7 days post-purchase, the reserved coins (10% of the bid limit, but at least 51 TC) will be subtracted from their account's coin balance.

The seller will be informed via email about the annulled auction and receives their 50 TC auction fee back."
