What is the percent chance of Elf Scouts spawning while killing a White Deer?

When killing the Desperate or Enraged version of the White deer there is a chance that two Elf Scouts spawn. I was wondering if anyone knew of a source with an actual percentage chance of it happening?

After killing several of them working in the achievement, I would say that they appear in 1 of 25 White Deer (4%).

How many did you kill?
