How is the djinn respawn, which entrance is on the Burster Spectres of darashia, activated?

Question

When the dream courts quest was implemented using the dead Djinn corpse in the Burster Spectres of Darashia you were teleported to a small island full of blue and green Djinns.

Now, every time I have gone there the island is empty. I wonder if the respawn was deleted or there is a way to activate it.

As far as I know they spawn every 15-30 minuts

I have just tested it.
Waited  and waited nothing happened. And then i stepped next to the djinn lamp ,and kept clicking on it, and they did. Don't know if it was just the time for them to spawn or u need to click on it XD
