Anniversary balloons are bugged? how to fix it?

I have small problem with balloons. Today I can't blow it in my house. 

I asked my friends to "open" the balloons and it worked, but my character still can't. I can pack them in a package, I can pack them from an 'inflated' form, but I can't inflate them. It's a bug? or maybe cooldown?

Looks like the same problem that prevents players from opening Snowman Packages. You should take a swim to reset your character's swimming status, it might fix it.

This situation happened to me too. I believe it was a bug. On the date of 01/25/2022 Cipsoft released the following news:

A few bugfixes and changes were implemented with today's server save, including: ..."Balloons have been added to Cyclopedia."
