Can i still get the 25th Anniversary quest items after killing the boss?

Is it possible to take extra deco items after kill Lord Retro? Like example extra black skull etc?

No, you can't.

It is possible to get extra ones - apart from the old health potion in Calcanea - before defeating Lord Retro for the first time. After that they all turn unobtainable by your character.
