I know: sunken of yalahar, sunken of oramond, calassa.

What's the best? Is there another place?

The best spawn will depend on some factors, like your level, skills, etc.

Assuming that you are leveled enough to get any full respawns without trouble, Sunken quarter would be the best spot (since it has a lot of quaras in such small spawn and you can divide which quaras you want to hunt according to the floor you are).

Calassa has the advantage of having a small chance of finding Quara's boss, Thul (doesn't drop any rar valuable item, so it would be just the satisfaction of findind a rare boss).

There is also the spawn of Frozen Trench (located on Svargrond, you'll need to make the quest for its access, though), that even though it is not a great respawn, for low levels it may be the best one, since there is a lot of free space to avoid luring a lot of quaras altogether.

There are also quaras on liberty bay in quara grotto, and whole floor in inquisition quest

During Rapid I would recommend around the Coral Comb quest area in Calassa. This will let you complete Quara Constrictor, Hydromancer, Mantassin, Pincher, and Predator. You can find Massive Water Elemental around Calassa as well but not around this area if you are just focusing Quara.

If you are hunting outside of Rapid you will have to expand your route a lot and Calassa would probably still be the better choice because it has all types of Quara.

The Inquisition spawn area can be a good place as well but it doesn't have Mantassin or Constrictors but does allow you to get Massive Water Elementals.

There are 4 main locations with Quaras, according to my experience the place with more of these creature are:

  1. Seacrest Grounds, you need do the access to Oramond.
  2. Calassa, you need to do The Explorer Society Quest.
  3. Frozen Trench, before going to the Frozen Trench, you need to complete the "Undersea Kingdom" part of TThe Explorer Society Quest. You then do the "Frozen Trench" part of The Explorer Society Quest. A prerequisite of the "Frozen Trench" is "Formorgar Mines 3" of The Ice Islands Quest.
  4. Sunken Quarter, you need do the access to Yalahar.

You need use a Helmet of the Deep or Depth Galea to go underwater.
