How to start the access for Marapur?

With the summer update a new area (20th area) was released, how do we access it?

As far as i know, you gain access to marapur in progress of new Within the Tides Quest, this quest gives you NPC Tarun (wander close to asura palace) after completing The Lost Brother Quest. (need to ask him about "asuri")
