How to use small emerald on earth shrine to get to Feyrist?

Today I tried to get to Feyrist but when I tried to use small emerald on earth shrine it didn't work... The same goes with other shrines. What should I do to be able to get there?

In order to be be eligible to go to Feyrist you need to do the "Troubled Animals" mission of the Threatened Dreams Quest.
