What is the level necessary to be able to complete the 4 arms of the skill wheel?

I am curious to know what is the level necessary to be able to complete the 4 arms of the Wheel of Destiny? 

I think the characters will get too strong when they complete it.

To complete the 4 arms in the Wheel of Destiny, you will need to spend 4000 points. 

Starting with level 51, all promoted characters on Premium accounts will gain 1 promotion point per level.

So you wil bee able to complete the 4 arms at level 4050 but nobody has it because the highest level in all Tibia is 2237.

If we had a lvl 4050, then the skill wheel would be designed to be maximized at level 8050 :)
