How does the improved respawn rate donations work? If multiple cities are getting donations, what determines which city gets the improved respawn rate? Or can multiple cities benefit from this feature?

When there are multiple cities that have bids on them for improved respawn, the city with the most gold bid on it after the starting bid of 10,000,000 will receive the improved respawn rate the next day.
