Theres any way to move the slot on the Skill Wheel that activate the Gems bonuses?

No, it is impossible to adjust them.  Those slots are predetermined for now.

Perhaps in the future updates CipSoft will introduce new mechanic to it, but for now we can use only those that are selected.
