How do I get to the central island in the treasure islands archipelago?

The small island at the center doesn't seem to be accessible like the others. How can I get there?

That island is part of The Secret Library Quest, you land there by saying "hi shortcut city yes" at port hope boat.

To add to the answer, when speaking to Charles on Port Hope boat, the shortcut location are Thais for 100 gold, to Edron for 90 gold, to Liberty Bay for 20 gold or to Yalahar for 200 gold.

Regardless of the city you chose, you have a chance to be shipwrecked at one of four locations include the central island. If you are not shipwrecked, you can try the shortcut again until you are.

Once you are shipwrecked, the cooldown in 20 hours to try again.
