Does the Ferumbras' Mana Keg cooldown timer run if you carry the item?

A friend mentioned their Ferumbras' Mana Keg hasn't come off cooldown and it has been on cooldown for a few months. The item has always been carried on the character and not in a house or depot. I've only ever used the Ferumbras' Mana Kegs in a house so my question is, does the item not come off cooldown if it's carried on a character?

It doesn't I have one with me cause I use it to mark my mana backpack and it never gets off cooldown unless I put it in my house. I'm currently trying to see if its cooldown comes off while on the depot but I know for a fact it doesn't replenish if its in your backpack.

If you stand by your depot this is when plants wither maybe its same for the keg cooldown?
