No, rings, amulets or anything that has charges can be show in bazar display even if you used for a few minutes/seconds. No need to be brand new to show in bazar!

Does it show you if you hover over the item how much time is left or how does that work??

The hover box will only display the item name, regardless of charges, etc. That's it.
