Why are some of the walkway tiles in venore different?

Question

In venore, there are some ground tiles that are cobblestone and some that are plaster. Some spots have a shovel and debris showing that it looks like some sort of construction or renovation. Is there any lore to this? Any NPCs that talk about what is going on?

when venore was revamped not all construction materials were removed, also some parts of venore still retain the older graphics
