Does a character need imbuement quests done to be able to use powerful imbuement scrolls?

In the Summer Update 2025, Cipsoft introduced blank imbuement scrolls, which allowed players to carry pre-made imbues in their backpacks.

If a character hasn't killed the bosses from Forgotten Knowledge Quest (Thais portals) or completed the Heart of Destruction Quest, can they still buy blank scrolls to craft powerful imbuements on their own? If not, are they able to purchase via market powerful imbued scrolls made by other people and then use on their gear?

You can buy the Blank Imbuement Scroll for 25k from Albinius, provided the Forgotten Knowledge Quest temple has been built on the server and your character has delivered the 5 heavy old tomes.

You will only be able to inscribe the powerful/intricate imbuements that your character has unlocked onto it. However, you can buy powerful imbuement scrolls made by other players and use them.
